Videos circulating online showed women being chased, stripped, and assaulted in broad daylight during what was meant to be a communal cultural event.

In response, law enforcement authorities confirmed arrests, including that of the alleged organiser, while government officials described the acts as barbaric and unacceptable.

Yet beyond the outrage and official statements lies a deeper question that must concern us all: what does this incident reveal about the health of our society?

This is not simply a matter of law and order. It is a public health issue.

Public health extends beyond hospitals and disease control; it encompasses the conditions that allow people to live safely, with dignity and without fear. When women cannot move freely within their communities, when public spaces become sites of fear rather than belonging, the consequences ripple far beyond individual victims.

Violence of this nature leaves physical injuries, but its deeper damage is often psychological—manifesting as anxiety, trauma, and a lasting sense of insecurity.

Over time, it reshapes behaviour. Women withdraw, avoid gatherings, and navigate everyday life with caution.

In this way, gender-based violence transforms from an individual experience into a collective burden, weakening the social fabric of entire communities.

What makes the Ozoro incident particularly troubling is the suggestion, in some quarters, that such actions can be explained or even excused under the guise of culture.

This line of reasoning must be firmly challenged. Culture is meant to preserve identity, foster unity, and transmit values across generations.

It is not, and has never been, a licence for harm.

When harmful acts are cloaked in tradition, what we are witnessing is not culture but its distortion.

The idea that any community practice can legitimise the violation of women’s bodies is fundamentally incompatible with both human dignity and the principles of a just society.

Tradition must evolve where it conflicts with safety and respect, because no heritage is worth preserving at the cost of human life and wellbeing.

There is also a social dimension to this incident that demands attention.

The violence did not occur in secrecy; it unfolded in a crowd. It was visible, repeated, and, for a time, unchallenged.

This raises uncomfortable but necessary questions about collective behaviour. When wrongdoing is not confronted, it begins to appear acceptable.

Silence can become complicity, and group dynamics can embolden individuals to act in ways they might otherwise resist.

At its core, this type of violence reflects deeper issues of power—who feels entitled to act without consequence, and who is expected to endure.

It is within these everyday social interactions that harmful norms are reinforced and reproduced.

Equally concerning is the apparent breakdown of structures that should have prevented such an affront.

Communal events do not organise themselves; they are planned, supervised, and governed.

Where organisers fail to enforce rules, where community leadership is absent or ineffective, and where security presence is inadequate, a vacuum is created.

In such moments, order gives way to disorder, and public spaces become unpredictable and unsafe.

The Ozoro incident illustrates what happens when that vacuum is filled not by responsibility, but by opportunism and impunity.

As someone who has contributed to research examining patterns of violence across Nigeria and the African continent, including studies on conflict-related sexual violence and violence-related mortality trends, I view this incident with deep concern.

Not because it is entirely new, but because it reflects patterns we have consistently observed.

Violence, particularly gender-based violence, rarely occurs in isolation. It is shaped by underlying social norms, enabled by weak enforcement systems, and sustained by a lack of accountability.

Whether in conflict settings or civilian environments, the dynamics are often strikingly similar.

The Ozoro case is another reminder that these patterns are not confined to distant or extreme contexts; they exist within our everyday social spaces.

It is also difficult to ignore the timing. Only recently, the world marked International Women’s Day, a moment dedicated to celebrating the achievements of women and reaffirming commitments to gender equality.

Across Nigeria and beyond, messages of empowerment, inclusion, and respect filled public discourse.

Yet incidents such as this reveal a troubling disconnect between what we say and what we practice. Commemoration without protection is hollow.

Advocacy without accountability achieves little. If the ideals of International Women’s Day are to carry meaning, they must be reflected not only in speeches and campaigns, but in the everyday realities of women’s lives.

Moving forward, the response to this incident must go beyond outrage. Public condemnation and arrests are necessary, but they are not sufficient.

A meaningful response requires prevention. This includes the establishment of clear safety protocols for public events, stronger community-level engagement on gender norms, and the visible presence of security measures that prioritise the protection of vulnerable groups.

It also requires investment in survivor-centered support systems, ensuring that those affected receive not only justice, but also medical and psychological care. Most importantly, it demands consistency. Accountability must not depend on whether an incident goes viral; it must be a standard feature of governance and community life.

What happened in Ozoro is not culture. It is not tradition. It is violence, and it reflects deeper structural challenges that we must confront collectively.

A truly healthy society is not defined solely by its infrastructure or economic indicators, but by the extent to which its people feel safe in their everyday lives. Until women can participate fully and freely in public spaces without fear, our aspirations for development and wellbeing remain incomplete.

Idowu ADEWUMI, MPH, RHIM.

Lecturer and public health researcher in Nigeria.

adewumiidowupeter@gmail.com

The Ozoro Festival incident has forced a question many Nigerians would rather avoid: when women are assaulted in a public space and no one intervenes, is that a cultural failure or a governance one?

WHAT DO YOU THINK?

The events that unfolded in Ozoro, Delta State, have sparked necessary conversations across Nigeria about safety, accountability, and the conditions that allow gender-based violence to persist in plain sight. We received this piece from Idowu Adewumi, a public health researcher and lecturer, who examines the incident not through a legal or political lens, but a […]

[1

post-226","post","type-post","status-publish","format-standard","has-post-thumbnail","category-uncategorized

Ozoro Festival: Is Gender-Based Violence a Culture Problem or a Governance Failure?
